The very nature of 'downloading' is taking something from an outside source and copying it to your computer. If you are not connected to the internet, there is no source to copy from, and therefore you cannot download anything without the internet.

You can, however, buy antivirus software at the store and install it onto your computer, without using internet.

If you really mean 'download' you need internet connection. If you're installing using a CD, you also need to update it anyway and that is thro' the internet. Unless you have updates from CD too. .. Or if you are using those standalone type of virus removal tool like Microsoft's Malicious Software Removal Tool, then you don't need internet connection. You can even do that in safe mode.
