I tried to download it but my windows antivirus keeps getting in the way and I cant turn it off. So I need either a program very similar to it or some way to turn off antivirus.

If you are trying to investigate network traffic and conditions, there are some freeware solutions.
These are full CD downloads.
When burned to CD, you can boot from the resulting disks and do not need to install anything.
